Why Toronto needs a date-specific correction
Toronto’s city center is near 79.399° W, about 4.4 degrees west of the Eastern Standard Time meridian at 75° W. At four minutes per degree, that position alone places local mean solar time about 17.6 minutes behind the standard-time clock.
During daylight saving time, Toronto’s civil offset changes from UTC−05:00 to UTC−04:00. The clock advances by one hour, while the longitude remains fixed. The seasonal equation of time adds a smaller changing term, so the complete offset must be recalculated for the chosen date.

The January reading is already about 27 minutes behind the civil clock because Toronto lies west of the standard meridian and the equation of time is negative that day. In July, daylight saving time makes the gap about an hour larger. Neither row should be reused as a year-round lookup value.

City-center and time-record limits
The calculation uses the IANA Time Zone Database for historical civil offsets and Astronomy Engine for the Sun-based equation-of-time step. The general astronomical concepts can also be compared with the official NOAA Solar Calculator.
The preset represents Toronto city center rather than a precise hospital or home. Locations elsewhere in Toronto or the Greater Toronto Area sit at different longitudes. The resulting difference is usually small, but it can matter when a recorded time is already close to an hour-branch boundary.
Birth certificates and family records may also round the minute. In a boundary case, retain that uncertainty rather than treating the city-center output as more precise than the underlying record.
